Allowances for Mayors, Deputy Mayors and Councillors 2022 Determination

Find historical information about the Tribunal’s Allowance payable to Mayors, Deputy Mayors and Councillors (Victoria) Determination No. 01/2022 and subsequent annual adjustments.

On 7 March 2022, in accordance with section 23A of the Victorian Independent Remuneration Tribunal and Improving Parliamentary Standards Act 2019 (Vic), the Tribunal made the Allowance payable to Mayors, Deputy Mayors and Councillors (Victoria) Determination No. 01/2022 (2022 Determination).

The 2022 Determination was the Tribunal's first Determination setting the allowances payable to Mayors, Deputy Mayors and Councillors, which included a comprehensive review of the existing allowance categories and Councillor allowance and Mayoral allowances.

In accordance with section 23B of the VIRTIPS Act, the Tribunal made further Determinations in 2022, 2023, 2024 and 2025, which provided for an annual adjustment to the values set in the 2022 Determination.

2022 Determination

In accordance with the VIRTIPS Act, the 2022 Determination set a base allowance for each Council member, the value of which varies according to the role (Mayor, Deputy Mayor or Councillor) and the allowance category to which the Council has been assigned.

The Determination also provided for a remote area travel allowance, and set eligibility criteria for claiming it.

The Determination applies to every Mayor, Deputy Mayor and Councillor (Council member) in all 79 Councils in Victoria.

Minister's letter of request

On 17 June 2021, the Minister for Local Government requested that the Tribunal make the first Determination of allowances payable to Mayors, Deputy Mayors and Councillors. The letter of request is available here:

Notice of intention

On 5 July 2021, the Tribunal published its notice of intention to make a Determination setting the values of the allowances for Council members in all 79 Councils in Victoria. The notice of intention called for submissions from interested parties by 20 August 2021 and the Tribunal directly invited currently serving Council members to complete an online questionnaire. To support parties to make a submission, the Tribunal also published a Consultation Paper as part of the notice of intention. The notice of intention and Consultation Paper are available below.

Annual Adjustments

The Tribunal's 2022, 2023, 2024 and 2025 Annual Adjustment Determinations adjusted the values set in the 2022 Determination with effect from 18 December 2022, 1 July 2023, 1 July 2024 and 1 July 2025 respectively.
